pcb-view: tool buttons getting more space should stick together

the buttons getting space between each other. in all other views
they stick together on the left.

and between "rotate" and "view from " button is a
spacer that maybe forces the fritzing mainwindow 
to have a wider min-width.

setup a reasonable min and max width for "view from" and "layer 
top/bottom/both" button
but anyway, they aren't stick together
