FRQ: Keyboard movement of part labels #2865

Because moving part labels is a #*&!&$!@ pain in the backside when they are 
near to, or obstructed by something else, it would be very useful to have a  
key combination which moved the part label of the selected part, and similarly 
for rotation thereof.

Perhaps, META-Arrows/SHIFT-META-Arrows to move, and META-R/SHIFT-META-R to 
rotate.

For a workaround, keep the layer palette open and hide the silkscreen layer.
