panelizer: offboard silkscreen may be printed when board is rotated #2883

37205981 from order 91 on panel 1. suggests that everything in pcb view needs 
to be rotated, not just the board.

Everything on the pcb view is rotated; the problem is that part rotation does 
not rotate the associated label.

it's not so simple as that, because some part labels wind up in the right place
