fab-drc needs reset while inscriber is running #2953

What steps will reproduce the problem?
1. users make a custom drc-setting
2. inscriber uses the custom-settings
3. pcbs with failures don't come up in the panelizer-output

fitzing should ever use the "professional"-drc-setting
