PCB size inconsistent #2993

What steps will reproduce the problem?

1. File New
2. Click on PCB
3. Set size manually to 20x20 mm (put in numbers by hand)

The actual size shown in the PCB view is something like 19x19 mm (the grey 
area). I tried several things (e.g. set LANG=C) and this fixed it once but now 
it doesn't work again. I think it is some rounding problem (wrong . or , ?)

I'm using

Version 0.9.0 (bda4e 2014-06-11) 64 [Qt 5.2.1]
Ubuntu 14.04 LTS (x86_64)
Language: German
