Date format in Arabic Language is %d %b, %Y. When I setup new database in Arabic and install Accounting module it asks me about fiscal year. It show it in %d %b, %Y format but from LTR direction. The module will not continue the setup until you change the format by typing the dates in the format of d/m/y. Maybe this has to do with setting web module html dir and language. I think this applies to other RTL languages.
