Include "tests" in pecl tarball #4

Hi,

Can you please add the tests directory and files to the package.xml so they are included in the next release tarball.

As a package maintainer (RPM), I think it's usefull to run the regression test suite during build.

Btw. Is there a RPM available for this extension? If so I would add notes to the installation doc. Thanks ;)

Yes, in my private repository for Fedora:: http://rpms.famillecollet.com/

I have enough time, I will submit it for official Fedora repository.

No RHEL (Centos and clones) available for now, as fann library is not (yet) available in EPEL.

That's great. I have added an installation notes to the README. If you could check whether it is correct (just short section about Fedora install), that would be great! Not sure if it is a preferred way how to install PECL packages from you repo. :) Thanks
