fix error handling when we have things like text elements that need "Object->Path" performed upon them in Inkscape:

has_key() is not present in Python 3, while "X in Y" works in both Python 2 and Python 3
sCurrentLayerName isn't set if we aren't using inkscape layers but are running off an externally generated image - provide a default
