Error While Installing Google Cloud SDK. #123

I downloaded the setup from 
https://dl.google.com/dl/cloudsdk/release/GoogleCloudSDKInstaller.exe and 
having Windows 8.1 64 bit OS: 

Error pops out when I run the application as a USER which gives the following 
description:
"There was a problem executing the cloud SDK Installer (ErrorCode = App Engine 
SDK for Go (64-bit)). Please report this issue to us by following the 
instruction at https://developers.google.com/cloud/sdk/"

But when I run the application as ADMINISTRATOR is runs successfully without 
any errors.
