Google Cloud SDK out of sync with App Engine updates #131

What steps will reproduce the problem?
gcloud version

What is the expected output? What do you see instead?
Google Cloud SDK 0.9.56

app-engine-go-windows-x86_64 1.9.18
app-engine-python 1.9.18
app-engine-python-extras 1.9.18
...

Would expect to see app-engine being version 1.9.19.  This then gives a warning 
when deploying to AppEngine that the latest version is not being used.

Should gcloud updates be synchronized with appengine?
