gsutil cp doesn't support sync, and gsutil rsync doesn't support compression

# What steps will reproduce the problem?

gsutil cp -r -z <ext> ... compresses files before upload.
gsutil rsync -d syncs but doesn't provide compression.

I want it all! compression & sync!
