linking of text segments (schema & framework) #12

enable linking text segments in the same/other document (this makes it necessary to include a function to generate ids for certain structure-elements)

generating file-wide unique ids can be easily done via dita action, but the id is not globally validated, and contains no hint to the file it is located in. Impractical. Solution: a) xstl refactoring b) own function via sdk c) ask around
