As a lead engineer behind Kea project, I fully support this. The code in Bundy tree is several years old. With the limited resources you have, focusing on DNS only is the best way to go.
the Bundy DHCP code also failed on Fedora 25. I'm all for removing it.
The DHCP support in Bundy was moved to the separate Kea project, which continues on it's own. The latest Bundy DHCP support won't build on my laptop, so the easiest option is probably just to remove this code.
