Issue Description

I've been dealing with this for some time now, and I'm hoping to get this resolved soon. I'm on Windows 10, and I've tried everything from uninstalling to checking the integrity of the game files. I mentioned this issue previously, and haven't gotten a solution to this.

Is the Vsync option toggle within the games settings?

Yes. The issue still persists with it off and on.
