Reduced Motion Toggle #67

Within settings on the main menu, a toggle to reduce motion in levels. This could be accomplished by simply removing the zoom effect on hit notes, and freezing the background pattern effect.

It isn't a massive change, but when I first played BB, my eyes definitely felt a bit overloaded by the motion, especially the zoom effect. I hope for this to be a easy QoL change that could help people more prone to motion sickness or vertigo. Thank you.

Zoom modifier has been implemented on a per chart basis.
