Consolidating the configuration of BungeniEditor #103

Attached is a list the various config files (property & XML files) for Bungeni 
Editor and connector as well as db tables with config options. It captures all 
the configurations for the various elements of the Bungeni Editor all together. 

1) Would it be possible to combine all the XML & properties files into one 
master properties (or XML) file?
2) At which point, could some of the config settings in the db be moved to this 
master properties/XML file?

if not, can various config files for specific aspects of BungeniEditor be moved 
to one file e.g. all config options for the toolbar moved to one XML/properties 
file, all start-up config optionss for the application moved to another file 
(or db) e.t.c. ?
