Display list of MPs in dialog for "Create a question" #106

The dialog entitled "Create a question" created from the action "Add question" 
could have a JComboBox with the list of MPs in the section "Edit Name of Person 
Asking Question" to improve data integrity and nake it a slightly easier to use 
the Bungeni Editor

Agreed - presently it uses a popup dialog which requires an additional screen.

The titles of the Add Question and Import Question dialogs were modified and 
the above functionality implemented. Need to find a more unique way of 
identifying the members especially where members may have similar names
