Markup action for speech lets user markup across sections #14

In a  debaterecord document with more than 1 section select text across 2 
sections.

the action for marking up speech is still active.

Fixed. added a customized exception handler to toolbar processor -- and action 
processor uses custom 
exception to override the return state.
