Add data model to retrieve track changes grouped by section #68

Version 2 of the clerk review screen will allow reviewing changes per mp by
section.

Presently changes are presented in document order from top to bottom.

Changes are retrieved in groups. Groups are ordered based on ascending order of
impact. Lower impact groups will be processed first.
