I just sent mail requesting WGLC for the 6724 update that sets preference for IPv4 below all IPv6, including ULA. I think that would cover the SAS in question here. There is significant appetite for fixing that based on the list discussion and the IETF 117 presentation.
The typical use case for NTPv6 would be an internal network using ULA addressing. Should we ensure that SAS / Happy eyeballs give ULA -> GUA connections a decent chance? Consider them equivalent to IPv4 RFC1918 to global? Don't know if this is text in this document, or if we should try to affect the SAS bis document?
