Updated Tags endpoint Recent method. #53

Updates to the Tags endpoint to:

Support the count parameter.
Fix parameter names for min and max ids.

Based off latest api definition: http://instagram.com/developer/endpoints/tags/

FYI: I haven't tested this builds or works as I'm not on my proper machine. Will validate when I can, else please test yourself. Would be great to get this into NuGet as it affects what I'm working on now :) Thanks!
