User CRUD for users/administrator.

Use cases: Users changing passwords to something memorable. Users aren't force to share their passwords with everyone. Adding new logins for new operators.

There's a password file.

I can update it. On playa, so can Splinter. I can show other people how to update it. The only thing that's not easy is for a user to change their own passwords.
