Provide a knob to filter out On Hold incidents as well as Closed.

On Hold Incidents can accumulate and congest the dispatch queue. Would be nice to be able to filter those out.

https://github.com/burningmantech/ranger-ims-mac/commit/fae7b0e552e8eede5b6bd6b123b01956af5d6a08 replaces the Show Closed checkbox with a Show: popup button that allows you to show all, open, or active incidents.

"Open" means all incidents not in Closed state. "Active" means all incidents not in Closed or On Hold states.
