Ranger Paging System #76

ISSUE: All too frequently, Rangers post to Allcom trying to contact a single ranger.

The Clubhouse ALMOST provides a solution to this; you can leave messages for other Rangers.

There are two problems with this as far as I can tell:

1) Only certain Rangers can send messages. In the production Clubhouse, I can only send a message to myself. Or, at least, I can't figure out how to send a message to someone else.

2) The message is not sent by e-mail. (Or, the one test message to myself didn't create an e-mail for some reason).

I would be willing to volunteer to augment the Clubhouse messaging system to address these issues if this would be desired. I would patiently take input and design advice from those more familiar with the system.
