Not sure the 8000k lines of CSS is truly necessary, but it will be a simple way to get it started. Might be able to use some of these tools and maybe tweak by hand, once we've filled out the page range and know what we need.
BTW, if using hugo, the template from digital.gov with hugo markup added would be trivial.
Here are some other city websites. I wonder about the color scheme. Although the blue-centric is very "official", it seems fitting for a lot of cities in TN to go with some light tans/browns too.
I like how simple the navigation sometimes is.
