Permit allow/block on any non-local IP address #168

Currently, PeerBlock only permits you to "allow/block for X minutes" on the
leftmost non-local IP-address in the highlighted list-row (in e.g. the main
window's history display).  While this is fine for normal usage scenarios,
if you're running a third-party proxy server on your machine - or e.g.
Microsoft's Internet Connection Sharing feature - this can cause issues.
