Rearrange the List Manager window

What steps will reproduce the problem?
1.The buttons have wrong labels
2.The buttons are not well placed
3.The Close button is missing

This window is in a mess, what is not expected from such a well conceived
program.

Some changes are obvious:
1. List Manager does not have a button to close it;
2. The Remove button is on the best place to be clicked by mistake and
delete the last (or only) list you edited without a simple prompt. It
happened to me, so I know;
It would be better to rename the following buttons:
   View   button to   Edit List;
   Add   button to   Import List;
   Edit   button to   Properties.
3. Relocate the Remove button and on its place put a Close button.

What is the expected output? What do you see instead?

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
Windows 7 32-bit

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.
