Unable to load the packet filtering driver 1072 #336

What steps will reproduce the problem?
1. Opening PeerBlock initially
2. Uninstalling and reinstalling PeerBlock, then running program
3. Trying Stable and Beta release; still having issues

What is the expected output? What do you see instead?
I expect the program to load and update; I see an error and it closes.

What version of PeerBlock are you using? On what operating system? 32- or
64-bit?
I was originally using the stable release, then it updated (after not using the 
program for a few months) and now it suddenly crashes. I uninstalled and 
reinstalled the stable release, and it did the same thing.
I also tried uninstalling that one, and installing the Beta release, and yet 
again... same result.
I'm using Windows XP 32-bit I believe.

Please provide any additional information below.  Make sure to attach
peerblock.log and/or any screenshots that would help explain your problem.

I think this is a leftover manifestation of Issue #26, a bug which was which 
was still present in PeerBlock 1.0.  The problem is that the Windows 
IpFilterDriver service sometimes has problems when you attempt to 
stop/unregister it.  

Is it safe to assume you haven't yet rebooted your machine after installing 
PeerBlock 1.1?  Once you reboot, the service should be restarted again, and 
since this bug has been fixed in PeerBlock 1.1 you shouldn't experience this 
problem in the future.

Please let us know whether a reboot does in fact fix it; if not, there may be 
something else going on here.
