Allow <IP> Class C subnet for 15min/1hour/perm #357

The request has been made to allow users to right-click on a blocked IP 
address, and allow the entire Class C subnet.  Suggestion posted to our forums 
by user bmarone: http://forums.peerblock.com/read.php?5,7814

Not sure how applicable this would be to "normal users" - i.e. those to whom a 
"Class C subnet" is meaningless gibberish - so if we do end up implementing 
this it should probably require an "Advanced Option" to enable it.
