lower panel colors in dark theme #287

In dark mode, it is harder to read the lower panel (NEIGHBORS, GENE PREDS, TAX MAP). All the other elements change their color when switching to dark mode (so black fonts become white, and dark grey changes to light grey). This does not happen with the elements of the lower panel (NEIGHBORS, GENE PREDS, TAX MAP)
