Taking over from the old content-v2 <-- dnd-kit pull request now that dnd-kit has been superseded by dnd-kit-v2.

Okay, the current code is working better than expected!

TODO for this merge:

Figure out why sometimes (but not always) the claims pass under each other
Figure out why the claims get vertically stretched to the size of the claim they're hovering over
(optional) Further investigate DragOverlay

The only problem at this point is that the dropdown in the claim tab is getting hidden beneath the next claim when in a non-dragging state. Removing the "relative" positioning in the claim tab div fixes the issue at the expense of breaking other parts of that UI.
