Private cycle parking not marked (colour blue and legend) #65

This bike parking garage - https://www.openstreetmap.org/node/9193637408 - is private and should be blue and have legend: "Sykkelparkering, privat". Was working previously. Can't find ticket for it.

I have just fixed this.

We had a problem where we only displayed parking that was not covered, shed or lockers as private.

@tsobuskerudbyen Do we want to have icons for those as well or is it ok to use the generic bike parking one?
