[sync] New file upload #1

As as user when I create a open a new file and save it then the file is uploaded to the server so that it's readily available to download.

Tasks:

Handle file creation events
Implement API to upload the file metadata which return a presigned URL to upload the file
Prepare the Pulumi infrastructure: API gateway -> ALB -> EC2 -> S3
