Upgrade testing dependencies #341

What does this do

move testing dependencies from requirements_dev.txt to requirements.txt
upgrade pytest to 6.x.x and upgrade all other testing deps

Why are we doing this

Testings deps are part of the codebase; they are not development dependentcies

How should this be tested

do tests still pass?
