SP - Add Server interface which is used to acquire startup data #8

-Maybe fixed IP for this server
-Load config files depending on botid / bot IP
-Give the bot inital data through the server:
    *BotId of other bots
    *Its own id
    *Initial map
    *Task

=> Make seperate issues if the task is started
