Getting the ball rolling.

Added a requirements.txt to allow easy virtual environment setup
Created a source directory with the following:
- A script entrypoint in main.py that prints a basic "hello world"
- A file for command line argument parsing, with an initial argparse instantiation
Updated the project README with some really basic setup and usage instructions
