Currently there is a channel whitelist but the original use case was to prevent both dev/production bots from displaying titles in the same channel.

If whitelist and blacklist are empty, then titles will be displayed in every channel
If blacklist has #foo, then titles will be displayed in every channel except #foo
If whitelist has #foo then blacklist will be ignored
