Includes tests? N Rebased on main address to conflicts? n/a Updated docs? Y

Proposed changes:

add a .tool-versions file to allow version management with asdf (currently contains only node; add yarn if we go that route)
update docs

Additional notes:

I wanted to add more tools but there weren't plugins
