"Start/Stop scanning" Device Tab GUI button doesn't update if radio unplugged #11

Platform: Windows 10 15063, Buttplug v0.0.1.477

STR:

  1. Plug in/turn on bluetooth radio.
  2. Start Scanning using GUI Device Tab in app that supports it
  3. Unplug bluetooth radio

Expected:

Should show "Start scanning" again. (All other managers scan and quit instantaneously)

Actual:

Continues to show "Stop scanning"
