Right now the crash reporter lives in the TabControl GUI class. There are problems with this.

Log level we get in crash logs depends on GUI settings
Could possibly crash at some point before InitializeComponents and not catch it
Can't crash report CLI crashes.

We can live through v0.1 this way, but should move that out into its own library at some point.
