Be able to programmatically run Windows version compilation and packaging.

Steps to achieve that :

[ ] windres crate must be cross compilable (or use another crate). See this.
[ ] trsync-manager-systray must be cross compilable.
[ ] trsync-manager-configure must be cross compilable (or rewrited in rust)
[ ] Build process compatible with github action or/and concourse
