In distraction free mode, the soda_classic_tabs do not go to the top of the screen. Is there a way to extend them to the top so they are an easier hit target?

Are you referring to the following scenario?

Distraction free mode activated
"Show Tabs" set in the view menu

It looks like Soda Theme mirrors the standard Sublime Text behaviour at the moment, so changing it would depend on whether or not there are theme hooks that can be used to alter the layout in that circumstance.

I'm not aware of any at this stage, but if you find an example or reference to that I can certainly take a look.

Yes, that is the scenario, but I know nothing of theming so I am of no help.

I'll close for now as I don't think I can achieve this within the current theme constraints.
