SleepScoreMaster/TheStateEditor now able to 'ignoretime' #308

Optional input to ignore time intervals with SleepScoreMaster now functional. Needed for opto/electric stimulation which makes scoring fail miserably. Also good for behavioral epochs with lots of movement artifacts.

Passes through and auto-scores correctly in TheStateEditor on my machine.... should be double check'd
