PETH? #377

Am I correct in believing there is no basic PETH function in buzcode? I didn't see one on looking in the main repo or in FMA_Toolbox.

It seems it'd be good to have an event-triggered spike-PETH to start? We could then add to make spike-triggered events, event-triggered events (spike triggered-spikes are CCGs).

Are there already functions like that?
