Opening the .pkg is working for me on Mavericks.
I vaguely recall reading that there is an override for this message; open the
application a second time, but this time by Right-Click, Open.

Try going to security settings (System preferences -> Security & Privacy) and
try setting "Allow apps downloaded from" to Anywhere. Note that the option may
not be available, so you may have to press on the Lock to have it unlocked with
password.
not sure if that's the reason, but I could install it. Will test if it works
though! :)

Sometimes the installer fails, then run it from the console with this command:
sudo installer -allowUntrusted -verbose -pkg ./soundflower.pkg -target /

I'm french, so my english isn't awesome.
Well, I had the same problem and Google tell me that I must not double clicking
on it but do a right click and Open. A window will appear and click on "Open".

I tried adding sudo installer -allowUntrusted -verbose -pkg ./soundflower.pkg
-target / via terminal and I get a really scary message up about losing
important system files etc. Why can't I just add Soundflower normally

Hold the control key while opening. This will give you the option of opening
with an app or just opening.

The file Soundflower.kext was not included when I d-loaded Soundflower.
Hence, I cannot install it without a password!
