Make executable calls in rcr.ado platform-specific

My rcr.ado calls the windows executable rcr.exe, Tyler's calls the LInux executable rcr.

[x] Copy Tyler's rcr.ado into rcr_gnu.ado
[x] Add code to my rcr.ado that checks the operating system and then makes the correct call.
[x] Test (in Windows only)
