c-headers library to be separated out of this. #1

The C-Headers library has a separately documented historical evolution, and deserves a separate repository

There may be an elegant solution to this problem using:

  1. automated bookmarking and something like bookmarks -> open as dired
  2. persistent dired filters

setup/c-headers.el is pretty mature to be a package in its own right! And the commentary may be copied over as a package README, as is.

I guess it's worth a try!
