Login problems #570

How should we handle the valve login endpoint failing? Is that what is happening here?

Internal Server Error: /login/steam/

AuthException at /login/steam/ OpenID discovery error: HTTP Response status from identity URL host is not 200. Got status 503

https://httpstatuses.com/503 does not inspire hope.

We should set up a ding to measure how frequently this actually happens.
