Drop short_tags #1

I like the idea of being able to disable short_tags but the change would break 3rd party modules and themes.

I do not think that matters: since this relies on a server configuration, all should continue to work.

Anyways, g3 is dead from years; and I do not find any relevant alternative... Now my galleries are all offline.
