apply /rules on wmii startup #230

What steps will reproduce the problem?
1. Start some clients, some of them floating.
2. Kill wmii and start it up again.

What is the expected output? What do you see instead?

Observe that all floating windows are now in the managed area.  This can be 
fixed by making wmii apply its /rules file on pre-existing clients when it 
starts up initially.

I see now: a client's tags are preserved across wmii instances, but the views 
(and their contained frames, whether floating or managed) are not.  So there's 
no way for this feature to be implemented in the current architecture.
